EU finalizes Digital Product Passport mandate for fresh produce — compliance deadline January 2028

The European Commission has published the final text of the Digital Product Passport (DPP) regulation for fresh produce under the Farm-to-Fork strategy. Starting January 2028, every shipment of fresh fruit and vegetables entering the EU single market must carry a machine-readable DPP with standardized traceability data covering origin, input usage, water footprint, and labor-compliance certification. The regulation applies to both EU domestic production and imports. For the 47 countries that export fresh produce to the EU — a market worth €62B annually — this creates an urgent compliance infrastructure need. Industry estimates suggest 380,000 farms and 12,000 pack-houses globally will need DPP-compatible systems within 18 months. AgTech traceability startups are the immediate beneficiaries. Platforms like Connecting Food, FoodLogiQ (now Trustwell), and AgriDigital are already positioning enterprise solutions. The market opportunity for DPP compliance software alone is estimated at €1.2–1.8B annually, according to a Roland Berger analysis commissioned by Copa-Cogeca. The technical standard is based on GS1 EPCIS 2.0 with mandatory JSON-LD event data. This means existing barcode and QR-code infrastructure can be upgraded rather than replaced — reducing adoption friction. However, the 'water footprint' and 'integrated pest management' data fields require sensor-level farm data that most operations don't currently capture. For AgTech investors, the DPP mandate is the clearest regulatory tailwind in a decade. It converts a 'nice-to-have' traceability sale into a 'must-have' compliance purchase, compressing sales cycles and increasing willingness to pay. Companies with EU-exportable client bases should see accelerated revenue growth through 2027.
