EU NGT regulation enters force: 12 gene-edited crops fast-tracked for 2027 launch

The European Council formally adopted the New Genomic Techniques (NGT) regulation on May 9, ending a four-year legislative deadlock that had pushed EU plant-biotech founders to relocate to the US, UK, and Switzerland. The text creates a two-tier system: NGT-1 plants — those that could occur naturally or through conventional breeding — bypass the heavy GMO dossier and are treated like conventional varieties; NGT-2 plants follow a lighter, time-boxed risk assessment capped at 24 months. Twelve crops have already been pre-flagged for the fast-track lane by EFSA, including drought-tolerant durum wheat (Italy), powdery-mildew-resistant grapevine (France), late-blight-resistant potato (Netherlands), and a high-oleic sunflower line developed by a Spanish-German consortium. Commercial sales could begin as early as Q3 2027. The regulation has unlocked a wave of investor activity that had been on ice. Within 48 hours of the vote, three European NGT-focused startups — Tropic, PhytoForm, and Nucleus — confirmed bridge rounds totalling €112M, with US growth funds returning as lead investors after a two-year boycott of the segment. Industry reaction has been broadly positive but cautious. The European Seed Association called it 'the most consequential plant-breeding reform since 2001,' while environmental NGOs including Greenpeace and Friends of the Earth signalled they will challenge specific NGT-1 classifications in the European Court of Justice. Member-state opt-out clauses for cultivation remain — Austria and Hungary have already announced national bans. Why it matters for founders and investors: the EU now has a defensible regulatory moat for plant biotech. Companies with strong IP on edited traits, especially in climate adaptation, can finally scale European trials without spending €30M+ on parallel GMO dossiers.
